Respecting other people is one of the responsibilities expected of those who wish to settle in the UK. An important part of this is respecting the rights of others, which includes respecting their right to hold and express their own opinions.
This matters because the UK is a diverse society where people hold many different views on religion, politics and everyday matters. Tolerance only works if people accept that others are entitled to think differently. You are expected to show this respect even towards opinions you personally disagree with, rather than trying to silence them.
Respecting others' opinions does not mean agreeing with everyone, and it certainly does not extend to accepting unlawful behaviour. The point is about respecting people's right to their own views. Wrong answers in the test tend to confuse this with things like avoiding tax, breaking the law or voting several times, none of which is a responsibility.
