The fundamental rights and responsibilities described in the handbook are not just for British citizens. They apply to everyone who lives in the UK, whether or not they hold citizenship. The same freedoms and the same duties are shared by all residents, not only by people who were born here or who are wealthy or powerful.
These shared values did not appear overnight. They are based on Britain's long history and traditions, built up over many centuries. They are not the opinion of one person or a single recent law, and they are not decisions imposed from abroad. Instead they have grown out of the way British society has developed over time.
The values are protected in several ways: by law, by long-standing customs, and by the expectations people have of one another. The key point to remember is that the responsibilities and freedoms of the UK apply to all those living here, citizen or not.
